Shri Vishwakarma Skill University, the first Skill University established by the Government of Haryana, invites applications from eligible candidates working in State/Central Government Universities, Government Institutions to fill non-academic posts on a deputation basis. The initial deputation period is one year.
Here are the details for each available post:
Number of Posts: 03 (02 - Deputation, 01 - Against Lien)
Pay Scale: Level – 10 (as per 7th CPC)
Educational Qualification & Experience:
Candidate already holding the same post in the same pay level or an analogous post in a Government Organization/Institute.
OR
Master's Degree with at least 55% marks or equivalent grade 'B' in the UGC seven-point scale.
5 years of experience as Superintendent in a University/Educational Institution/examining body conducting public examinations in FPL 7 and above.
Knowledge of Hindi/Sanskrit up to Matric or higher level.
Desirable: Good Knowledge of Government Rules.
Age Limit: 56 Years
Period of Deputation: Initially for one year, or until the employee (on lien) re-joins, or a regular employee joins the University, whichever is earlier.

Bachelor's Degree with a minimum of 50% marks.
Five years' experience as Clerk/Clerk-Cum-Data Entry Operator in any recognized University/Higher Education Institution/Examination Body/National level Research Institution/Govt. Office/PSU or Autonomous Bodies.
Knowledge of Hindi/Sanskrit up to Matric or Higher Level.
Desirable: Proficiency in using Computer & Internet.

B.E./B.Tech in Civil/Allied Branch from an AICTE approved institution (Regular mode) with 60% marks and 2 years of experience in Civil works in Government/Public/Private organizations.
OR B.Voc degree with 55% marks in Civil or allied branch with a skill certificate in at least one QP in relevant field of NSQF Level 4 or above from a UGC/AICTE recognized institution/University on full-time regular mode basis, with 3 years' experience of Civil works in Government/Public/Private organizations.
OR Three years' Diploma (Regular Mode) with 60% marks in Civil Engineering/allied branch from a recognized Institution with 5 years' experience of Civil works in Government/Public/Private organizations.
Knowledge of Hindi/Sanskrit up to Matric or at higher Level.

4. JE Electrical
Number of Posts: 01
Pay Scale: Level – 06 (as per 7th CPC)
Educational Qualification & Experience:
Candidate already holding the same post in the same pay level or an analogous post in a Government Organization/Institute.
OR
B.E./B.Tech in Electrical/Allied Branch from an AICTE approved institution (Regular mode) with 60% marks and 2 years of experience in Electrical works in Government/Public/Private organizations.
OR B.Voc degree with 55% marks in Electrical or allied branch with a skill certificate in at least one QP in relevant field of NSQF Level 4 or above from a UGC/AICTE recognized institution/University on full-time regular mode basis, with 3 years' experience of Electrical works in Government/Public/Private organizations.

OR Bachelor degree with at least 50% marks and 5 years’ experience at the level of Deputy Superintendent/Assistant from University/Colleges/Educational Institutions/Government/Semi-Government/PSU.
Age Limit: 56 Years

Educational Qualification & Experience:
Candidate already holding the same post in the same pay level or an analogous post in a Government Organization/Institute.
OR
Graduation with 50% marks from any recognized University or its equivalent.
English shorthand at a speed of 100 words per minute and transcription at a speed of 20 words per minute; mistakes should not exceed 8%.
Must qualify the test prescribed by the competent authority, including typing (minimum 30 wpm in English/25 wpm in Hindi).
Three years’ experience in government/public undertaking.
Knowledge of Hindi/Sanskrit up to Matric or at higher Level.
Desirable:
Preference will be given to candidates with a 2/3 years’ diploma in secretarial practice/OMCA course.
Well versed with noting, drafting, and business communication.
IT skills are mandatory.

Candidate already holding the same post in the same pay level or an analogous post in a Government Organization/Institute.
OR
First Class Bachelor’s Degree in Civil Engineering from a recognized Institute/University or equivalent.
Eight years of experience as SDO (Civil)/Assistant Engineer Civil in the relevant field from CPWD/State Government of Haryana PWD services or similar organized services/Semi Government/PSU/Statutory or Autonomous organization/University System or reputed Private organizations.
Knowledge of Hindi/Sanskrit up to Matric or at higher Level.
Desirable:
Experience in construction of multi-storey buildings and in planning/estimation/measurement/tendering as per CPWD/State Government of Haryana PWD norms.
Good knowledge of CPWD/State Government of Haryana PWD manuals, preparation/checking of estimates, drawings, structural details, bill of quantities, substitute/deviation items statements, and other associated issues related to building and constructions.
Knowledge of Computer Aided Design (CAD) and latest Management Technology/other relevant software.

Academic:
Master's Degree from a recognized University with at least 45% marks in aggregate.
B.Ed. or equivalent teaching degree.
Experience:
Persons holding analogous posts or posts of Principals in Central/State Government/Autonomous organizations of Central/State Government in the pay matrix - 12 (Rs. 78800-209200).
OR Vice-Principal/Asstt. Education Officers in Central/State Government/Autonomous organizations of Central/State in the pay matrix -10 (Rs. 56100-1777500) with combined services of 5 years as PGT and 2 Years as Vice-Principal.
OR Persons holding posts of PGTs or Lecturer in Central/State Government/Autonomous organizations of Central/State Government in the pay matrix - 08 (Rs. 47600-151100) or equivalent with at least 8 years’ regular service in the aforesaid grade.
OR 15 Years combined regular services as TGT in the pay matrix -8 (Rs. 47600-151100) out of which 3 years as PGT.
Desired Qualification: Knowledge of computer applications.
Age Limit: 56 Years
Period of Deputation: Initially for one year, or until a regular employee joins the School, whichever is earlier.
Citizenship: The candidate must be a citizen of India.
Application Process: A separate application form must be submitted offline for each post.
Language Proficiency: Knowledge of Hindi/Sanskrit up to matric level is essential.
Eligibility Date: Required qualification and relevant experience will be determined as of the last date of receipt of application.
Recognized Qualifications: All qualifications must be obtained from recognized Boards/Universities/Institutes. Qualifications from fake or unrecognized institutions will not be accepted.
CGPA Conversion: If a Grade Point System is adopted, CGPA must be converted into equivalent marks. Supporting documents for conversion must be enclosed.
TA/DA: No TA/DA is payable for attending any test/interview.
Distance Education Degrees: Degrees obtained through Open Universities/Distance Education Mode must be recognized by the Distance Education Council, IGNOU, for the period when the qualifications were acquired.
Incomplete Applications: Applications not supported with self-attested copies of certificates/testimonials will be rejected. Incomplete applications or those received after the last date/time will also be rejected. All enclosed documents should be page-numbered and self-attested.
Ineligibility: If a candidate is found ineligible at any stage, their candidature will be summarily cancelled. Mere possession of essential qualifications and experience does not guarantee an interview.
Shortlisting: The University may conduct a written test/skill test for shortlisting candidates, if required.
Vacancy Changes: The University reserves the right to increase, decrease, or not fill any advertised post without assigning any reason.
Experience Calculation: The period of experience will be counted only after obtaining the prescribed essential qualification. Experience certificates must clearly state the period of work, designation, pay scale/pay band/pay level, and be supported by salary slips/PF statements/Form 16/Bank Statements or other valid proof of salary.
Misinformation: Concealment of facts or supply of wrong information will result in cancellation of candidature and legal action.
University Website: Candidates are advised to regularly visit the University website for updates (corrigendum/addendum, test/interview dates, shortlisted candidates, etc.). No information will be published in newspapers.
Correspondence: No correspondence will be entertained regarding the conduct/result of the interview or reasons for not being called.
Appointment Right: Merely appearing in an interview does not confirm any right of appointment/selection.
Eligibility for Deputation: Only candidates already working in Central/State Government Universities/Institutions etc., and fulfilling the eligibility conditions for the posts, may apply on a deputation basis.
Proper Channel Application: Candidates already in service must submit their application through the proper channel along with a vigilance clearance certificate from the competent authority. An advance copy may be sent. If the application is not forwarded by the time of the test/interview, a "No Objection Certificate" and "Vigilance Clearance Certificate" in a sealed cover from the employer must be produced at the time of the interview, failing which candidature will not be entertained.
Employer's Forwarding: The application for deputation must be forwarded by the employer along with Annual Performance Appraisal Reports (APARs)/ACRs for the preceding five years and a Vigilance Clearance Certificate, duly certified by the Competent Authority.
Deputation Period: The initial deputation period is one year, extendable up to three years. The University reserves the right to repatriate any employee at any stage without assigning any reason.
Terms & Conditions: Terms and conditions of deputation will be as per the rules of the University/Haryana Government Rules.
University Rights: In case of any inadvertent mistake, the University reserves the right to modify/withdraw/cancel any communication even after issuing an appointment letter.
